PDA’s founder, Jeff France, has provided construction project development and management services in the building industry for more than 30 years.  Few have the passion and combined breadth and depth of experience in construction management, cost control, architectural design, expert witness testimony, and development of building interface details and products.

His professionalism and attention to detail have gained him the respect of his peers and a solid reputation as a trusted problem solver who works with determination, diligence, and discretion.

Jeff developed a reputation as an expert in Construction project cost control, a project turnaround artist - brought in to stop the bleeding. Prior to founding his consulting practice and PDA in 2012, Jeff’s experience in construction also includes:

  • Architectural design of over 200 projects.
  • As County Manager, managing operations for the nation’s largest homebuilder engaged in land development and construction of multifamily buildings. 
  • General Manager of a design - build Construction firm engaged in residential and commercial construction
  • Director of Construction for a $100 million/year international multifamily developer
  • Managing Operations for leading GCs engaged in multifamily renovation projects ranging in size up to $20 million, including over 3,000 multifamily units.
  • Development Manager for a Public Housing Authority – an affordable multifamily housing investor/developer.
  • Development of building interface details and products, - used nation-wide.
  • Overseeing Construction Management of multiple highly detailed Luxury "Street of Dreams" estate homes, ranging in size up to 8,000 sq. ft.
